[ARCHIVED] Are there industry-standard certifications for Instructional Designers?

In certain fields, there are some globally recognized certifications that pretty much everybody accepts as being a valuable and valid certification.  Is there anything like that for Instructional Designers?  Basically, if you were looking to hire an Instructional Designer, what certificate would you expect them to have or to soon obtain after hiring?

Would Illinois Online Network's (ION) Master Online Teacher Certificate be considered one of those?  What about the Instructional Designer Certificate Program from Online Learning Consortium (OLC)?  Others?
