Is there a place in New Quizzes where questions that aren't associated with an Item Bank live?
In Classic Quizzes, the equivalent would be the Unfiled Questions Question Bank. This allowed instructors to reuse previous questions despite them not being associated with a specific, user-created Question Bank.
I am just working through these kinds of issues. We just transitioned from Bright Space to Canvas this year and I have a lot of clean-up from the migration from Bright Space quizzes to Canvas Quizzes ... so I am just going straight to New Quizzes to avoid a second transition,
My guess is that you can store the unused questions in an unpublished quiz or put them in an Item Bank you create and name something like unfiled questions.

When you create questions in new quizzes, they are not automatically added to question/item bank but you can choose to add the question to a new or existing item bank. Unfortunately, you cannot select all questions in a quiz to add them to an item bank so you do have to edit each question to add it to an item bank.
Once questions are in an item bank, they can be reused. It is important to note that the behavior of questions pulled from item banks is much different from classic quizzes. In new quizzes, once question is added to item bank, it must be edited in the item bank. Once there are attempts in any quiz that uses the questions, the questions cannot be edited but you can create a copy that will be used for all future attempts. In classic quizzes, when you create questions in quizzes, they are automatically added to the unfiled bank as copies with no direct association with the questions in the quiz.
This also has direct implications on how questions migrate using the migration options. Classic quizzes that organize questions in question groups will migrate as item banks with a question set in the quiz where as quizzes with no questions groups/direct questions will migrate with questions only in the quiz but with the option to add them (one by one) to an item bank.
