Outcomes with New Quizzes

I am not sure if this is a Canvas issue or my institution issue. 

I use New Quizzes and was trying to add Outcomes to questions. I have done this before, and you can see the previously added outcomes to the questions. 
However, now when I try to add an outcomes, it only shows Institutional Outcomes and not my course outcomes.

If I try to attach an Outcome to an assignment rubric they show up fine.

How can I get my Course outcomes to show up to add to my quizzes?

Did you add your quiz questions to an item bank? Canvas takes away your ability to add course-level outcomes when you do that.

I have tried with question that are in item banks and those that are not.  Both work the same way.
