[Mastery Connect] Folders for Benchmarks

Problem statement:

At schools, certain admin are in charge of creating school wide benchmarks. It would be helpful if there was a way have folders to save the benchmarks into and make it easier to get to the group of benchmark marks we need without endless scrolling.

Proposed solution:

Having a folder system would allow admin to find a solution to organize their benchmarks by school and/or type (i.e. beginning middle end)
