[OPEN] Usergroups available within a subaccount do not reflect Canvas

Description

User groups available within sub-account profiles may not reflect the same as what is shown in Canvas.

Expected Behavior

Sub-accounts should show in User Groups exactly as shown in Canvas.

Workaround

No workaround exists at this time.

Steps to Reproduce

1. Select a sub-acoount from the selector.

2. View user groups in Tool Adoption.

3. View the same sub-accounts in Canvas.
