[OPEN] Students unable to dismiss course card notifications for deleted items or items not assigned to them pt2

Description

If a user accesses their dashboard after a new announcement/discussion/assignment/quiz is created that is available to them, but they don't view it (thus making it unread), the course card notification will persist if the discussion/announcement is changed to no longer be available to their section or group.

Expected Behavior

 If a discussion/announcement/assignment/quiz is changed to no longer be available to a user, the "unread" notification should be removed from their dashboard.

Workaround

No workaround exists at this time.

Steps to Reproduce

Prerequisites: Have a published course with at least 2 students in different groups and or sections in the course.

  1. As a teacher, create a new announcement/discussion/assignment/quiz and publish it.

  2. As a student, view your dashboard and note that there is an unread indicator on the course card.

  3. As a teacher, edit the announcement/discussion/assignment/quiz and assign it to a section that the student is not in.

  4. As the same student, view your dashboard again and note that you still have an unread counter on your course card.

  5. Click the icon and note that there are no unread items and the unread counter doesn't go away.
