Description
When attempting to import rubrics that contain decimal values for rating points, the decimals are rounded once imported.
Expected Behavior
Rubric imports should be able to process decimal values.
Workaround
No workaround exists at this time.
Steps to Reproduce
Prerequisites: Have course with a teacher enrollment.

Navigate to rubrics and click on Import Rubric to download the template.

Create a rubric csv and make sure it contains decimal values, such as

Rating 1 - 1 points

Rating 2 - 0,5 points or 0.5 points

Rating 3 - 0 points

Save the file and import it to the course.

Observe that the decimal values are not present on the rating.
