[OPEN] Files uploaded to RCE in graded group discussion replies are uploaded to the group instead of the user submissions folder

Description
When a student uploads a file to the rich content of a graded group discussion, their file gets uploaded to the group files area. The group files area space is limited, and can be filled up relatively easily if a lot of students are supposed to post videos and images. Then, when another student tries to upload their video for their assignment, they can run out of space and not be able to upload. But that same enterprising student can go in and delete everyone else’s uploaded files, so that they can have enough space to upload theirs. This, unfortunately, makes everyone else’s files unavailable to the teacher when they go to grade.
Expected Behavior
Submission files have a specific folder in the user folder that they can go to where we ignore the space limitations. Rich content uploads for assignments/graded discussions/graded quizzes should still go there.
Don’t upload files to the group folders by default from the RCE
