[OPEN] Changes to New Quizzes are not syncing from a blueprint course after the initial sync

Description

New Quizzes in a blueprint course are not syncing changes made in build mode after the initial sync.

This affects anything in the new quizzes UI itself, anything changed in assignment settings on the canvas side syncs correctly.

Expected Behavior

Unless modifications were made to an item causing an exception, all changes made and synced from the blueprint course should apply for all associated courses.

Workaround

No workaround exists at this time.

Steps to Reproduce

Prerequisites: Have a blueprint course with at least 1 associated course.

  1. In the blueprint course, create a new quiz and after saving sync the changes.

  2. Note that the quiz is created correctly in the associated course(s).

  3. Back in the blueprint course, edit the new quiz and add a change, for example a new question, then sync changes again.

  4. Note that once the sync completes, the quiz in the associated course(s) does not include the updates
