[OPEN] Audio and video in New Quiz questions show 'Refused to Connect' error after shared directly

Description
When a New Quiz has a question created that contains an audio or video clip via (upload/record media), if the Quiz is directly shared with another Teacher and they import that into their own course, it is showing an error of ‘Refused to Connect’ and the media cannot be seen or heard.
Expected Behavior
When using the Direct Share option, Quizzes should include all content that is included within the Quiz, this is mentioned in our guide HERE.
Workaround
- If you export the Quiz from the Export tab and them import it into the Build page of a new Quiz the content comes over.
- If you do a course copy, the content also comes over without any issues.
Steps to Reproduce

Create two courses with two separate Teachers, Teacher 1 in course 1 and then Teacher 2 in course 2.

In course 1, create a New Quiz with two questions, one that includes only audio via the ‘upload/record’ option and selecting the record tab and then the other question that includes a video via the record option. Save the Questions and then the Quiz.

As teacher 1 click on the ‘Send To’ option and enter the name of Teacher 2.

As Teacher 2, go into the Shared Content tab and click to import the Quiz into course 2.

Open the Quiz in course 2 and notice a ‘Refused To Connect’ error on both questions.
