[Reporting] Allow for Insights to filter to specific courses in a subaccount

Problem statement:

In the four reporting options in Impact Insights, there's no option to create/pull a report for specific courses in a subaccount. We have teaching centers from our campuses wanting to be able to pull reports for specific groups of courses, but they can only view data from the subaccount level.

Proposed solution:

Option 1: Add within Insights reports an option to select courses from a subaccount. Option 2: Create a Custom Course Groups (pretty much how the Custom User Groups function). Then add Custom Course Groups dropdown in the Insights Reports. An admin can then choose to filter via User Groups (subaccount) or via Custom Course Groups.
