[Discussions] Standardise UI - SpeedGrader Button Location
Problem statement:
We can lower the cognitive load on teaching staff, particularly new users if similar features can be accessed in the same way across the system. Currently Assignment and quizzes have the SpeedGrader launch button located top right of the activity interface. This is not consistent with Discussions, where the user has to click a vertical ellipsis in order to reveal the SpeedGrader
Proposed solution:
Add a visible SpeedGrader button to the top right of a discussion thread, preferably identical to Assignment and Quiz, when grading is enabled for a Discussion.
