[Campaigns] User Groups/Targets for New faculty, students, or observers

Problem statement:
Currently there is not an easy way to set targets to be only "new" users who have not logged in. Workarounds include custom user groups of folks who haven't signed in in >60 days, but this doesn't actually just target new users.
Proposed solution:
Have user groups dedicated to new faculty, new students, and new observers. A lot of the campaigns we want to run will target users when they first sign in or first create their course.
