[Campaigns/Messages] Set a maximum amount of times a message get's displayed

Problem statement:

Some end-users complain that they see the same message over and over again because they close the message by clicking the (X) close button but forgot to check the "do not show this again" box. The oversight of not checking this box also happens to us admins on occasion.

Proposed solution:

Adding a setting in Messages or a setting for the entire instance that allows admins to set a maximum amount of times that a message get's displayed to a user. The benefit of this solution is that it would give administrators more control over message frequency, which can help reduce user frustration caused by inadvertently missing the "do not show this again" option. It provides a safety net for users who might forget to check the box.
