[Campaigns] Change default setting "Make Campaign Public"

Problem statement:

Issue: Content creators frequently forget to make their campaigns public. This results in several challenges:

  1. Dependency on Creators: Colleagues and administrators often need to request the campaign creator to make the campaign public before they can access or troubleshoot it. 
  2. Lack of Visibility: Administrators do not have the ability to view private campaigns, which becomes problematic when the original campaign creator is unavailable or has left the institution, hindering the ability to manage campaigns.
Proposed solution:
  • Option 1. Being able to change the default setting "Make Campaign Public" from standard on "Private" to "Public" on instance level.
    In this case, Administrators should have the option under Feature Permissions to also view private campaigns. Why: By enabling administrators to configure the default setting to "Public" instead of "Private," it promotes transparency and reduces the likelihood of content creators forgetting to make campaigns public. Additionally, granting administrators the ability to view private campaigns ensures they can provide support and manage campaigns effectively, even when the original creators are unavailable.
  • Option 2. Being able to disable the "Make Campaign Private" option on instance level.
    By doing so, you prevent content creators from making campaigns private, which eliminates the need for subsequent requests to change visibility settings. This approach simplifies campaign management, reduces errors, and ensures that campaigns are consistently public by default.
