Question Bank API with Quizzes.Next

A big omission from current Quiz API endpoints is the ability to modify Question Banks. (I know Quizzes.Next is changing the structure of Banks, and this may be addressed.)

There is currently an Object key for assessment_question_bank_id and having either an API endpoint or adding an optional key on the QuizQuestion item for modifications would make large-scale bank edits much easier.

For example, my district's ExamView software is so old, we cannot export a proper QTI file for bank imports. As a workaround, teachers have created shared Google Sheets with questions and answers in a standard format. With an API endpoint, it would be a simple loop to write thousands of questions quickly.

We also need an API endpoint to access question banks and their questions, as well as an API endpoint to get all question groups in a quiz.  Without these two endpoints, it is impossible to get all questions for a quiz that uses question banks.

Our use case is that we print exams on paper (for various reasons), mapping question answers to bubbles on a Scantron sheet which is then used to submit student choices later.  Since we need to verify how every question possible on an exam will render on paper, we need direct access to the question banks (and which banks are used in the groups in a quiz.)
