google LTI submissions

I have a teacher using Google LTI assignments and they love it, however, there is one question/problem that I haven't seen before.   The problem is once the teacher returns the assignment, the students don't regain their ability to edit the document and correct their mistakes. It turns it into view only mode for them and even when the teacher returns it, it remains so. Can anyone shed some light on this?

I am currently testing Google LTI 1.3 for my institution and I notice that when using Google Assignment grading the transfer of ownership changes depending on when an assignment is assigned and submitted. From my testing the ownership should change back for the student to be able to edit and make changes. Did the student try refreshing their screen? Or do you still see the ownership on the teacher side showing that they still own it?
