can we turn off the motion in title bar

When I click on a class a pic is always whooshing, zooming in or out, where the title of the class is. can I turn that off somehow? It hurts my eyes and brain

Can you please provide a screenshot of what you are seeing?  I'm a bit confused on where you are seeing all of this.  Are you seeing these on the Dashboard of your Canvas environment...perhaps on the Course Cards?

It sounds like their instructor used a GIF as a course cover image.

Canvas doesn't give students the option of hiding course images. The best you can do is to use the List View or Recent Activity view on the dashboard instead of cards. On your dashboard when you log in, click the three-dot menu in the top right to change your layout.
