Problems with Google registered web service and student ability to upload files from Google

Students who try to submit a file from Google Drive (for a standard Online Submission) are getting an error "Google Workspace LTI is not setup correctly." This used to work and suddenly doesn't work.
We have Google Drive selected in the Admin Settings of Canvas as an enabled web service.
We are a Google Workspace campus and our Google Admin verified Google Workspace LTI was enabled and the Canvas domain was an allowlisted domain.
We've tried updating Chrome, making sure the student is logged into our Google domain when trying to upload, disabling and re-enabling the individual's registered Google web service, different browsers, and a Chrome Incognito window. We've had our staff testing as a student so we could control all the variables.
We're stumped. Has anyone else had this happen? Again, this is not Google Assignments which is a different external tool that no one uses. This is just a standard assignment in which a student tries to submit a file from Google.
