I use Canvas assignments to collect student homework uploads, then post a pdf answer key following the due date. There's usually a few students who turn in the assignment late.
Is there any way to make a file's availability dependent on whether a student has submitted an assignment? I hate delaying the answer key, but it doesn't seem fair to give the late students free access to it.

Here is a work around where you could set up the answer key in a module that has a pre-requisite set before it could be accessed. I'm not sure you can do this with individual assignments, so multiple answer keys could feasibly require multiple modules.

For people who turn in their work late, they may have some issues going on with them, sometimes instructors are considerate.
Exactly, I'm actually accepting late work from students without any penalty, I just don't want them to be able to see the answer key while they're working on it. That would remove the problem-solving struggle that's the point of the homework. (Plus the on-time students could perceive it as unfair since they didn't have access to the answer key.)
