How to show resubmitted student work on my To Do List

I give students a grade of zero if they fail to complete a canvas assignment. But, I don't receive any notice when they finally submit their work. I need to know when they have submitted work so I can grade it. Previously the new assignment would show up as grading on my to do work.

Sorry you are running into issue with your To-Do list and resubmissions from students. 

I tested this in my sandbox with a simple online file-upload assignment. I had my student submit, I assigned them a 0. Then had the student resubmit and the item popped up on my dashboard again. Are you assignments using an External tool/App submission?
