Attempts count is not increasing if the score_to_keep is set as first

The attempts count is not increasing after the first attempt if the score to keep is set as first and a max attempt limit is set. Similarly, in the case when grade display is set to Highest, after the first attempt, the attempts count is increased only when the candidate scores a grade greater than the previous attempts.
Is this an expected behaviour?
