Adding an Annotations Library similar to Quickmarks from TurnItIn

I don't think this is a novel request but I'd like to reiterate the need for an annotations library similar to Quickmarks on TurnItIn. This functionality seems pretty basic and I'm shocked Canvas still doesn't have it. I know they added the comment library but this doesn't solve the issue. I want to be able to have a repository of in-line comments that I can make directly on students documents. The summary comments at the end do not serve this purpose. I want to be able to highlight the issue in the document and use a comment that I have saved to highlight the same issue across all student papers. Is there any work being done to create this functionality that so many other LMS already have?

Hopefully your idea will get some traction and maybe even implemented at some time, but this would be a great place to start by submitting your idea.
