[User Settings] Interactive splash screen and onboarding for updates

Problem statement:

Users are unable to find and keep up with updates to Canvas without going to the release notes, reducing efficiency and causing stress for the user

Proposed solution:

Use an interactive splash screen to show updates, guide users to the changes in the UX/UI and improve onboarding to the changes made
