[Studio] Enable students to download Studio transcripts

Reviving this suggestion!  Students with hearing impairments and require recorded lectures to have 'closed captions' enabled would benefit from being to be able to download the entire transcript of the recording. Or at least allow the faculty to download a transcript of the captions without timecodes so they could provide it to the student.

I think that would be really useful.

We've recently moved from Bb to Canvas, we also use Panopto, which allows staff access to the transcript files by default. We have been embedding those in Canvas course as part of course migration. I didn't realise Studio doesn't come with this option, definitely would be happy to see this added to Studio.
