[Speedgrader] Display the characters "g", "%" and "<" in downloaded Speedgrader Submission Comments

Problem statement:

When a Teacher downloads the Speedgrader Submission Comments using a browser that has Adobe as the PDF reader or when they download the PDF and open it in Adobe, the characters "g", "%" and "<" are not displayed. This is also an accessibility issue for those with low vision, intellectual disabilities, the Deaf, and ESL users. To reproduce this issue, as a Teacher, go in to Speedgrader and view a student for whom you've entered Submission Comments. Select the "Download Submission Comments". A new tab should open, and if your PDF viewer is Adobe, you will experience the missing characters. If you download the resulting PDF and view it in Adobe Acrobat/Reader, you will experience the missing characters.

Proposed solution:

The characters "g", "%" and "<" should be displayed.
