[Speedgrader] Audio or Media Comment upload failure confirmation

Problem statement:

After recording Audio or Media feedback, Canvas displays a dialog stating ‘Media is currently being converted, please try again in a little bit.” when the file upload has failed. This dialog is also presented for a short time when the upload is successful, so it’s not clear if the comment will be published if this screen is shown.

Proposed solution:

Please clearly show when an Audio or Media comment has not been uploaded to be clear about the status of a comment made.

At my institution, we have had multiple reports of long load times for Speedgrader media comments for well over a year. The biggest issue seems to be with video feedback, but we have some users who also have long load times with audio feedback. Sometimes, the videos say they are currently being converted but never load. It has been exceptionally frustrating and Canvas Support usually blames the user's bandwidth. We have many users with sufficient bandwidth who experience this issue so, in addition to @Mikee's request, the tool just needs to be upgraded in general to work.
