[SpeedGrader] Autosave and/or Undo in Comments

Problem statement:

A faculty member expressed frustration that when they type out a long comment in Speedgrader, and something happens (Canvas goes down, Wifi fails, user error, etc.) the comment isn't preserved.

Proposed solution:

Fully implement the new RCE in Speedgrader.
