[SpeedGrader] Allow/retain formatting when comment is added to the Comment Library.

Problem statement:

Currently, there is not a way to apply formatting to comments in the SpeedGrader Comment Library. This can make longer comments harder for students to read because the comments are all a single long block of text.

Proposed solution:

Now that the Canvas RCE has been applied to the Assignment Comments box, please work on adding the Canvas RCE to the Comment Library.

It would also be great if comments from the Comment Library could be appended to an in-progress comment rather than replacing any currently existing text.
