[Sections] Allow student access restrictions to be set at the section level

Problem statement:

When you create a section and set "section participation dates," you cannot restrict the access of users in that section outside of the selected dates (the users will continue to have read-only access outside of those dates). I would like to be able to use this feature to provision temporary access to courses for deans, chairs, fellow faculty etc to be able to view an instructor's course for the purpose of evaluation, but have that access automatically revoked after a certain period, in order to comply with faculty Collective Bargaining Agreement policy.

Proposed solution:

Add an additional optional settings within Section settings: " Restrict students from viewing course before section start date" and "Restrict students from viewing course after section end date", similar to what is available in course settings, but for the section only.
