[Scheduler] Student Sign up cut off time

Problem statement:

Right now, students can sign up for an appointment time slot 5 minutes before the time slot, but the teacher may not have prepared to be at the appointment if they checked even 10 minutes later and nobody had signed up.

Proposed solution:

Please include the ability for a teacher to set when it is too late for a student to sign up for an appointment time (i.e. 24 hours before appointment the appointment slot is no longer available to be signed up for)
