[SIS] Do not attempt to run import process if no file is chosen, prompt for file or alert to no file chosen

Problem statement:
On SIS Import screen if no file is chosen and process data is clicked it does not check if file a file has been chosen and still attempts to process
Proposed solution:
Instead do something like prompt for file or alert that file must be chosen first
