[Rubrics] Delete rubric from assignment should only detach it from the assignment

Problem statement:

After adding a rubric to an assignment sometimes we observe it has been added to the wrong assignment. We would like it to be "deatched" from the assignment and then be able to attach it in a different assignment. But the "delete" button next to the rubric in an assignment will completely remove the rubric from the course. Well, that is, in the cases I have experienced. In the Community I found lengthy discussions of rubrics imported or created at course level or used in multiple assignments that may or may not show this behaviour. Could it be the two types of rubric exist? One "Course-wide" type and one "This-assignment-only" type?

Proposed solution:

Instead of deleting a rubric from an assignment make the option "disconnect" or "detach" with an appropriate icon. In case you'd rather like to retain the delete option as well, there could be two icons, one for each action. In that case please make the deletion warning something like "The rubric will be deleted entirely from this course and cannot be retrieved". Why: 1. Consequent behaviour for disconnecting rubrics from assignments. 2. Abilty to re-assign rubrics to other assignments in the same course 3. Just one type of rubric: "course-wide" so the designer will not have set up an administration as to what rubric is defined at what level. 4. No accidental deletions of rubrics.
