It is good practice to ensure that rubrics are aligned with grades. While not every instructor would want to use this, Instructure should make it easy for those who do.
If "Grading scheme" is enabled, then hitting "Create New Rubric" should assume Default performance levels are as per the grading scheme. The instructor should be able to change this if they want, but this should be default behaviour, instead of having to go through the mechanical and painful process of setting up the performance levels for each criterion. The moment Canvas sees a criterion is worth x marks, well use the grading scheme to determine performance levels and mark ranges for each. This is easy to do computationally. So why torture instructors - many of whom can be math-phobic. I know more than one colleague who has made basic mistakes in setting performance level mark ranges, though all this should be fairly strandardised.
