[Rich Content Editor] Color Picker should offer only accessible colors

Problem statement:

Currently, the RCE provides a "quick" picker for text colors. Many of the 20 choices are not deemed accessible at the default text size by Canvas's own Accessibility Checker feature. For example, the first 6 colors are flagged as issues when used.

Proposed solution:

Please only provide quick pick color choices on the color pallet to colors that pass accessibility standards. If someone wants to use a color that could potentially be a problem, do not make it so easy for them.
