[Reports] Ability to generate report of User Storage Usage similar to existing Course Storage usage report

Problem statement:

To properly manage and optimized storage usage, user quota must be set based on the actual needs and storage behavior of users. But without this information, user quota settings will just be arbitrary and may do more harm than good. This has been verified to also not exist yet even in CD2 Canvas Support: Canvas Data 2 Inquiry and Data Extraction Request User Storage Usage - Case #09716591

Proposed solution:

Be able to generate user storage usage report similar to existing course storage usage report. Or at least see top storage users similar to the admin interface of Canvas Studio.

Thanks for your submission! Based on what's being asked here, I've identified a theme that I think this would fit well with. It's called Streamline data audits through better reporting and admin tools. I've associated this idea to the theme.
