[Profiles] Add Profile Setting for Emoji Skin Tone

Problem statement:

For submission comments, the default emoji are yellow. A user has the option to add an emoji, but may be difficult for them to select a skin tone. Proposed solution:

Add a Profile Setting that allows users to select the initial skin tone for emojis. This will make it easier for less savvy users to add emojis that have their preference for a skin tone and will hopefully see some defaults maintained as users use different devices and browsers.
