I'm shocked to hear from support that we cannot allow the "teacher" role to rename courses at the subaccount level. It is only available at the top account level. This prevents admins from allowing non-credit course owners from renaming their courses while still preventing for-credit courses owned by the SIS from being renamed. I'm surprised this has not already been asked for and implemented.
Grant admins the ability to allow course renaming at the subaccount level and not just the top-level account. An even better option would be to create course and user role permissions to rename the course--which also is not available.
