[Permissions] Prevent Assignment Category Rules

Problem statement:

You can create rules in the Canvas Assignments categories when you create weights for your categories. For example, you can set a rule in a category to drop the lowest grade. Canvas will drop a different lowest grade than our SIS, so we need to remove the option to create rules.

Proposed solution:

Either in the admin permissions or in the instance settings, can we have an option for teachers to not be able to add rules to their assignment categories? It's causing grade passback issues because our SIS doesn't drop the same lowest grade that Canvas drops.
