[Permissions] Permission to add students to sections without permission to add students to a course

Problem statement:

Students are enrolled in our courses only via SIS; lecturers/TA/etc. are not allowed to enroll students in courses themselves. However, they should be able to use sections in their course (create/edit/delete sections, add students to sections, etc.). This is particularly important if they have different cohorts in their courses (e.g. several periods, sub-cohorts, etc.) and want to use different due dates, separate student groups, etc. Unfortunately, this currently cannot be implemented in Canvas LMS, as the permission to add students to sections is inherently linked to the permission to add students to the course.

Proposed solution:

Separation of the permission to add students to the course and the permission to add students to a section. This would allow lecturers/TA/etc. to be given the permission to add students to sections without the permission to add students to the course and would therefore solve the above problem.
