[Permissions] Nuance announcement and discussion question permissions

Problem statement:

Our institution operates on a primary course model. We had an instructor accidentally delete a discussion question recently. Instructors are added to our courses with the role "Teacher." We have the permission "Discussions - moderate" enabled for the role Teacher, because the additional information states, "To create announcements, Discussions - moderate must also be enabled." Our institution needs a permission that will ALLOW instructors to create announcements but DISALLOW editing/deleting discussion posts.

Proposed solution:

More granular permission settings that differentiate between discussion post editing and announcements. This would help any institution that operates on a primary course model, meaning faculty inherit existing curriculum. We don't want instructors accidentally deleting course content (e.g. discussion threads) but we DO want them to be able to post announecments to their students.
