[Pages] Header tags automatically generate sticky TOC

Problem statement:

Long pages are hard to navigate

Proposed solution:

Header tags should automatically include an id property that is a slugified version of the header content (via Javascript or actually in the DOM). Javascript should generate a sticky TOC from headings that use anchor links to go to those headings. This behavior is familiar to people form many other websites, e.g. wikis, and will make long pages easier to browse
