[Outcomes] Weighted Averages for Outcomes

Problem statement:

Teachers are interested in more 'authority' in evaluating student's Course Average for Learning Mastery Outcomes. They want the ability to have some assignments count more heavily than others towards the Learning Mastery average/overall score of a particular outcome. There are Calculation Method options available (Average, Highest Score, etc), but none that currently accomplish this. Example for use, Students go on an outing to a Children's Hospital to volunteer mid semester (or some other major assignment/event tied to character). The teacher wants this to count heavily towards their "Character" outcome, being an all day event. However, this was mid semester, and recent assignments/artifacts evaluating this outcome are small (an in class discussion, for example). So the "Decaying Average" wont work, and there is no way to weigh the mid semester activity more than the other activities.

Proposed solution:

Allowing teachers to have "Weighted Average" factor for the outcome (set at the assignment level, as shown in the slideshow linked to below). I created a google slideshow to provide a potential way for this to be built out by modifying screenshots of the relevant user interface screens.This should be easy to use, intuitive, and the result of the setting is clearly presented. The values in the rubric should update real time with adjustment of the weight factor.
