[Outcomes] Copy Settings

Problem statement:

When building Outcomes in Canvas, using the Outcomes tool, the default settings (such as number and name of mastery levels) can be changed, but must be done so EVERY TIME you create a new outcome.

Proposed solution:

It would be useful to be able to create an outcome with the settings you want (for instance a simple A, B, C, D, F level structure) and then duplicate it when you want to create new outcomes.
