[Notifications] Reduce Notifications to Students when Instructors Annotate Student Work

Problem statement:

It has been reported that students (and their observers) are receiving excessive numbers of notifications when an instructor annotates student work submissions. Each time an instructor annotates a student submission, an email notification is sent to the student/observer (if they have "Submission Comment," notify immediately enabled, which most do so they can look at the assignment feedback right away). That means with each student's assignment submission, there is the possibility of a dozen plus emails being sent, and potentially even more if it is an essay or multi-page submission.

Proposed solution:

I propose that notifications for each and every annotation an instructor does be discontinued or disabled and only one notification be sent when the annotation is completed. If this cannot be done, then separating annotation notifications from submission comments could be the other solution. This way, annotation notifications could be disabled if so chosen by the student or observer. Currently, the number of notifications sent when instructors are annotating student work is over the top and clutters email inboxes to the point where students (and observers) are overwhelmed and either no longer look at them or disable notifications completely. This result is the exact opposite of what is intended, so please consider fixing this issue.
