[Notifications] Add Notification for when a Module is published

Problem statement:

Right now, no notification can be turned on that alerts students to a newly published module in their course (to the best of my knowledge). I thought it would be included in the course content notification, but module change is not listed there. In shorter online courses some instructors control the pace of the course by publishing modules weekly so having an alert go out to students when that occurs would be beneficial.

Proposed solution:

Add new module published to course content notification. I think this would fit in that notification bin nicely.
