[New Quizzes] Timer

Problem statement:

The timer in quizzes remains at the top of the page and the students cannot see their time as they progress through a quiz without having to waste time scrolling back up to the top of the page.

Proposed solution:

Allow the timer to be frozen in the top corner of the page so as a student moves down the page the timer is still visible like freezing a row in Google Sheets. Perhaps the same method as how in speedgrader, the tool bar at the top with the assignment name and links to the gradebook stay visible even as one scrolls down the assignments
