[New Quizzes] Pop up message when creating a quiz with date after the enddate for the course has passed

Problem statement:

Regarding examination in Canvas. No message to the creator/teacher(instructor when creating an assignment/quiz in a course with passed end date. When instructor set a startdate for the assignment/quizif startdate after the end date of the course the instructor needs to get a message and the system should flag that there is something to watch out for here- that the enddate of the course have passed. When there is a enddate of a course, the student can not reach the assignment/quiz after enddate Then the students can not do the exam.

Proposed solution:

System should flag that there is something to watch out for here- that the enddate of the course have passed to the creator of the assignment/quiz so the creator can open the course again.
