[New Quizzes] Option to require question responses in Quizzes

Problem statement:

Students are not required to respond to all questions in a quiz. This can be intentional or non-intentional on the student's part. There is a warning prior to submission, but will still allow students to by-pass. Use cases: In the areas of quality control/engineering the "checklist" is a common tool used to control product quality. Items on a checklist cannot be ignored without risk of product non-conformance. Systems in industry will not allow questions/items/characteristic to go without review. An example in the commercial world would be a pilot and co-pilot completing a pre-flight checklist. This is a required process and must be completed 100%. I would like to see the option to simulate these types of conditions using quizzes in Canvas.

Proposed solution:

The proposed solution would be to allow instructors the option of changing the "warning" for missing responses in quizzes to an "error" which prevents submission of work. It is a common error found in web-forms to have required fields prior to submission of a form. Should be an easy integration. Generally, this options could be used by instructors to help students engage with assessments fully.

Not that I'm asking for it, but there could also be a case for required responses on a per question bases. Especially useful is the questions directly links to a course/experience learning outcome.
