[New Quizzes] Do not shuffle drop-down lists

Problem statement:

I wish to request (again!) that we be given the ability to *not* shuffle drop-down lists in fill-in-the-blank questions. (See New Quizzes: Drop-down answers should not be automatically shuffled) This conversation included many excellent reasons why we instructors need to ability to *not* shuffle the choices in drop-down lists. In my opinion, the most important reason is that it can cause a massive amount of confusion and stress for students who are already stressed when taking an exam. (Some of my students even think I'm trying to make "trick questions" on purpose!) The students are our main focus in an educational field, right? Here is the last comment from the identified conversation (from an Instructure member): Any Idea that was not part of the move is being marked as Archived. This will preserve the history of the conversations while also letting Community members know that Instructure will not explore the request at this time. We are being pushed to use New Quizzes by being told support for Classic Quizzes will end. I hate to be blunt, but I think it is *unacceptable* to ignore a large group of instructors' needs by archiving our request without exploring the possibility of incorporating the need into New Quizzes.

Proposed solution:

Incorporate the ability to choose whether fill-in-the-blank drop-down lists are shuffled -- similar to how we can choose whether to shuffle multiple choice questions. Why: The "why" is identified in the problem above and in all the comments in the original post "New Quizzes: Drop-down answers should not be automatically shuffled."
